Medicare and Quality Improvement Organizations

Medicare and their quality and fiscal intermediaries at the state level (QIOs) have the mission to prevent hospitals' "over payment" for "medically unnecessary" services.

The QIOs have seen that inappropriate admissions and admissions to too high a level of care from the ED put the hospital at risk for "over payment", as well as, denials.

They have seen that the implementation of the ED Case Management Tools (CMT) can improve the admitting decisions from the ED and decrease the risk of over payment and denials for the hospital services.
