All these issues and more conspire to create dysfunctional EDs. There are no good guys and bad guys in the ED staff
or leadership, just people being blamed for things that they have no control over. We understand these dynamics
and have developed a "programmatic" approach to mitigating EDO. This method relies on re-designing and re-configuring
the processes of care that drives the new behavior that we are trying to encourage.
